RFC: Archive github.com/pulp/pulpcore-packaging?

Hey

I propose to archive https://github.com/pulp/pulpcore-packaging in favor of https://github.com/theforeman/pulpcore-packaging/ where all the action happens.

The repo under the “pulp” namespace appears not to be used by anyone. There is litterally no pulse: Pulse · pulp/pulpcore-packaging · GitHub

If there’s a reason to keep it, it might be worth adding a short description and link to the README.md.
