Pulpcore 3.45.0 and 3.28.20 have been released

Two new pulpcore releases went out today.
One big noticeable change is that pulpcore 3.45 now containes the pulp-certguard plugin as a resident component. We expect this to reduce the management need for this rather stable but also quite intertwined pulp plugin.

Yes, we have a docs publishing issue (ssh-keys issue) we need to fix. Then we can restart parts of the workflow, and the last step will be creating the release then.

The issue got resolved. The missing part of the pipeline was retriggered. The release is there.
