Am I understanding it correctly that this https://github.com/pulp/pulpcore/issues/2865 is implemented in our CLI?

Maybe not exactly. You still cannot filter the version search to only show latest versions.
But it’s about this command:
pulp repository version list --content "[<HREF1>, <HREF2>]"
